Fund-raising requires hard work^ not (harima: former UIA head
By SHELDON KIRSHNER
-TORONTO -
" Yehuda (Joe) Hoy, executive-director-of the >United IsraelAppealhere runtil last (Week; is one ".fund-raiser who does not ■.■atliibute his success to ;any magical personal .'Qualities. Nor does he claim thatfund-raising is an art.
A modest man, Nov contends that sheer hard work and dedication are the pnmarv ingredients of a good fund-raiser.
And'Noy is not merely theorizing. Overa span of a decade, as one of -.Ontario's mostsuccess-:ful fund-raisers, Noy directed campaigns which raised about S60 million for Israel.
A' pragmatist. Nov"« .definition of an effective, fund-raiser. is someone • who :can identify chant-able needs and then con-.vey them to the public m a clear, logical fashion;
"But. you've got to be • able:to inspire leader--ship and believe,in your cause;;" he adds empha^ tically.
'it also requires an .awful lot of time and trdT . vel," says- Nov, who spent a great part of his 70-hbiir week., on the road. ' visiting many of .Ontario's smaller Jewish communities in a seemingly indefatigable .attempt to 'raise still more funds and to heighten interest in Israel.
Asked to describe his accomplishments at UIA, . Noy reflected, then remarked:: "I-was able to convert the support and enthusiasm for Israel into organized action. Somebody had to organize and pull the strings . . . That was my main, contribution;".
Nov rjoined-the Zionist family in 1964 as an assistant director of the Zionist Organization of Canada. . He recalls that it was no easy task raising-monev in the davs be- ■ fore the Six Day War. • "Jews react to crisis situations." he . muses, "and.when the emergency. is' over, they return to normal. But mavbethat's how it should be."
He adds, "even todav . people who can afford to give are notvdoing en- ■ ough. You still have to

Nov became the director otthe Federated Zionist. Organization of Canada in 1967. In the same year, as a result ol tax regulations, UIA was incorporated as a separate entity. Four years later. ;Noy was chosen to be theUl.V's first executive-director; ;
