The former CJC Central Region chairman said he's absolutely convinced some re-.structuring of Congress is needed. He is looking ."with considerable interest" at the Winnipeg experiment of a unified community. (Congress and the Welfare Fund were united into one -organization in the Manitoba capital;)
He agrees with Saul Hayes, former CJC executive vice-president, that each city should have a Congress community council made up of elected representatives from all Jewish agencies.
"However I don't know whether I can do something concrete about this." he continued. "Congress nationally does not have powers over the regions. The,regions themselves have to make these changes."
Congress this fall will meet Allan MacEachan. the new secretary of state for external affairs. A-mong the topics will be Canada-Israel relations; the conditions of Jews in the USSR and Arab lands: ■ and reparations from East Germany for victims of Nazism, if Canada will recognize the Soviet satellite state as the U.S. did last week.
Harris has been putting in many 18-hourdays since assuming his new position. These days, he
•goes to Jiis office early in the morning; then flies to Montreal (CJC headquarters) for the middle part of the day, and rer turns to his Toronto office late in the afternoon. Later this autumn, he'll •be visiting other Canar dian cities from coast to coast.
He and his wife, Enid, a registered nurse, have two sons^- Mark. 23 and David, 19. The busy lawyer relaxes with reading --history, biography and Judaica — travelling and theatre-going.
A Toronto native, he grew up opposite; the Mount Sinai Hospital on YorkviMe Avenue.- His father, Sam, 86, attended the recent CJC Plenary Assembly. Besides Congress, Harris has: long been active in B'nai B'-rith. Holy Blossom Temple and the Canadian Council of Liberal Congregations (he was recently its president).
Asked what his ambitions are for his three-year terni; Harris reflected and then said: "I hope when 1 am retiring as president, I can look back at a community not divided between the doers and. the budgeters. I hope Congress will be generally recognized by everyone as THE community organization, and hope people will stop worrying about who gets credit for doing what."

Ftorida Rabbi Leon Kronish, U.S. campaign co-chairman. He said that in the first phase of the fall Bond drive more than 3,000 synagogues in the U.S. and Canada will conduct appeals on the High Holidays to enroll every Jew^-ish family as Shomrei Israel, or guardians of Israel, by a minimum .purchase of SI,000 in Bonds;
Rabbi Kronish also said that to mark the first anniversary of the Yom Kip-pur War. worshippers in synagogues will be asked to buy Bonds "to repay the^ debt they owe to the 3.000 brave menwhogave their lives in the defence of Israel."
He said an^ intensive campaign will start on Yom Kippur to be designated the 10 Days of Re-dedication and culminating with a National Day of Rededication on Sunday. Oct. 6.. the first day of last year's war.

Is-r-aeli Prime Minister Yitzhak Rabin urged leaders of the Israel Bond Organization to take immediate steps to. "mobilize the greatest possible cash sales of Israel Bonds" to bolster the
country's program of post-war economic recovery.
In a cable Friday from Jerusalem, the prime minister called on the delegates to the conference here to undertake the greatest campaign in Bond history in the face of the country's, pressing financial needs.
