Chief engineer Joseph Villednicky who came to Israel from Kiev several years ago, is in charge of crew of workers at the new electric power station at Ash-dod, a city developed with the aid of Israel Bonds through construction of electric power generating facilities, a deep-water harbor and an oil refinery.

TEL AVIV —
Out of Israel's urgent need to find new sources of energ,v to replace lost or extremely costly oil supplies has come intensified research into alternative possibilities using Israel's own natural resources.
This research is bearing important fruit, among which is development of applied solar energy. A side bonus of this is its potential as a project with significant export possibilities.
For example, solar collector plates from Miro-mit. Israel's noted solar energy pioneer, are now being installed at Yale University, as pan of a model heating system. Five hundred collectors
are also used in a new 22-unit community built at Denver. Colorado.
Last year, the Israel government estimated it would spend about SI billion for energy development over the three-year period. l9~b-''9. A substantial share of this amount will be supplied by the government development budget, which is financed through sales of State of Israel Bonds in the U.S.. Canada, and other countries of the free world.
Israel counts heavily on increased Bond sales as indispensable to the success of the nation's intensified new energy program. This includes greater oil exploration, cop-stniction of new elecf-

NEW YORK [JTA] —
Israel is currently producing more than . 100 PhDs in the biological sciences each year but is' unable to. provide sufficient positions, facilities and equipment to take full advantage of this talent.
Heavy financial burdens related to defence is the cause, according to the Israel Cancer Research (ICRF). which held us first awards luncheon last week. Too many well-trained Israelis have emigrated to other countries looking for better opportunities, while others have had to enter unrelated fields to find employment, says ICRF.
Ameliorating this situation by creating in Israel major new programs for cancer research and care ultimately intended to benefit the entire Middle East is the ICRF's stated purpose. It is backed in this effort by a Scientific Advisor>- Board which in-

eludes many of the leiading scientists in American cancer research, both Jewish and non-Jewish.
Cancer research can be conduaed in Israel at far less cost than several other countries, according to the ICRF. h claims that while a major research project in the United States costs from S300,000; to S500.000. it would run from S 100.000 to S 150.000 in Israel.
Israel's diverse population affords an unusual opportunity to study gene-, tic. ethnic, cultural and psychological influences in the development of cancer, according to the ICRF.
power stations, development of nuclear energy, and harnessing of hydroelectric power and solar energy.
Currently. Israel is the largest user, per capita, of applied solar energy in the world. .More than 200.000 domestic solar water heaters have been sold for domestic use. These heaters save some 200,000 tons of fuel oil which would otherwise have been used for electric water healing.
There are experiments in progress to apply solar energy, both heating and cooling, to high-rise buildings and other large structures. The use of solar pools, which are capable of storing a very large amount of heat energy, is being expanded.
The Dead Sea Works operate with about 100 square kilometers of installed solar evaporation pans. These pans utilize solar heat equivalent to approximately 30 million tons of fuel oil a year, over three times the amount of Israel's fuel consumption.
The Dead Sea Works themselves have been developed through the years as a result of massive infusions of Israel Bond investment capital. The chemicals and other products from the works ex-poned abroad help Israel reduce 'iis crushing balance of payments deficit.

In the heat of mid-summer, when Jewish cuhural activity in Toronto is at a low ebb, perhaps is the best time to analyze the past 1976-77 season and make a few concrete suggestions concerning the 1977-78 season.
The three most outstanding Jewish cultural events were, in my opinion: the North American premiere of Iannis Xenakis' Kaballistic-rooted composition N^Shima at the Edward Johnson building Dec. 6 under the auspices of the New Music Concerts series; the world premiere of Saul Chapman's composition Yad Vashem at Holy Blossom and at Beth Tzedec, probably one of the most chillingly effective Holocaust-based pieces ever written; and the synagogue choirs concert at Beth Emeth Bais Yehuda on March 13, featuring the world premiere of S'rul Irving Click's choral opus Ma To\-u. truly first-rate liturgical and choral work on everjbody's behalf.
The two worst events were the Shalom '76 variety show, Nov. 25, at B'nai Israel Beth David and the appearance of the Berger Brothers, June 8, at the annual Ezra and Kadima Schools fundraising benefit concert.
There was a very high level of artistr>- in the serious music concerts sponsored under the direct auspices of SNiia-gogues and/or organizations such as the Canada-Israel Cultural Foundation.
This was most lauda-tor>-,, as we had the opportunity to hear grossly underexposed but outstanding Israeli performers such as liana Vered and Yuval Yaron. as well as top local Jewish concert artists such as Suzanne Shulman, Rivka Golani-Erdasz and Peter Schenk-man.
Most memorable also was the chance we had to hear extremely stimulating original serious music compositions with a consciously Jewish emphasis by Toronto's ow-n first-rate Jewiish composers: Wein-zweig, Morawetz, Click, Chapman and Freedmaii.
There was a notable, and especially today, extremely regrettable, decrease in both the quantity and quality of touring Israeli performers in Tor-
Festival) in 1976-77,
This is certainly not due to the situation in Israel, where Matti Caspi, Micki Kam, Dudu Hellar. Ilanit. and countless others continue to produce some of the most originally exciting contemporary music to be found anywhere in the world today.
The root of this problem is to be found in promotional and managerial difficulties in New York — a problem I shall discilss further in a future article.
Let's concentrate on matters over which Toronto has some control. First of all. save for the appearance of Jo Amar at the NCSY Joy cor cert June 5, there was a total lack of Sephardic content, a lack most noticeable during Jewish Music Month.
It's imperative that during the 1978 Jewish Music Month that a major Seph-ardic-oriented concert be organized under the auspices of Congress' Jewish Music Month committee.
There were only four youth-oriented Jewish concerts this entire past season — one such event during Jewish Music Month plus the Rinah Chorale at the choirs' concert.
We have some ver>-promising young Jewish talent here in Toronto, and if there is to be any viable future for Jewish cultural' life, it's imperative that the community as a whole do ever\thing now to encourage the development of young Jewish content within the most secure communal context.
The fact that the two least successful events were both imported acts belies the axiom that "if it's from out-of-town, it's better". In order to avoid such future flops, all future acts must be personally observed or auditioned, even if it means sending paid scouts to New York to personally
