Socio-economic gap in Israel tlireatens its future: Tekoah

Yosef Tekoah, Israel's former UN ambassador, suggested here last week that Israel could become a nation of two solitudes unless the social gap between Ashkenazic and Sephardic Jews is closed.
Calling Israel's "internal challenges more crucial" to its future than "some international vicissitudes," the president of the Ben-Gurion University of the Negev declared that to leave the social gap unsolved "is to write off 50% of our population," and "to consciously split the nation into two."
Tekoah. asserting that it would be "completely inhuman '' to let the problem fester, warned that the income and cultural gap separating Eastern and West-em Jews was a "fundamental and very grave threat to our future."
The 52-year-old Israeli, currently on a continent-wide tour to promote the university, addressed a small gathering of the Canadian Associates of BtfB-Ganon-Uaiwersitjbon tlje,^flcas|on of the^vopen-tng of a Toronto office. It will be headed by Philip Katz, national director of the organization.

In addressing himself to the social gap, Tekoah said Ben-Gurion University plays a key role in undermining the culture of poverty which affects a disproportionate percentage of Sephardic Jews. He disclosed that onfe-third of its students were Sephardic, and that the Beer-,
sheba-based university made special efforts to seek out bright but disadvantaged youth.
Tekoah said Ben-Gurioii University was an "instrument of nation building."
Turning to political matters, the onetime ambassador to Brazil and the Soviet Union said he detected no signs that the Arab states were inclined to end their conflict with the Jewish state.
He said Israel wants to sign a real peace treaty with the Arabs rather than initial just another piece of paper. "If our generation doesn't insist on real, peace — diplomatic and trade relations and so on — we're telling our sons and daughters to fight more wars. No parents can do that. We can't abandon the chance to make a real peace. We don't need a half peace, which is the continuation of what we've had for 30 years."
Tekoah said he could, perceive no contradiction between Menachem Be-gin's insistence on retaining the West Bank and the Gaza Strip and hfs proclamation that he sought negotiations without preconditions.
"Begin doesn't say the Arabs have to accept his views on Jud^a and Sam-aria. He's prepared to talk to them."
Asked whether he agreed with President Carter's view that settlements in the occupied areas constituted an ' 'obstacle" to peace, the former envoy said he did not.
"Look, I'm an old war horse...the Arabs always have an excuse. In the "SOs, Nasser saidhe couldn't make peace because it would bring down his regime. Now they're claiming that Jewish settlements prevent peace. The Arabs always have an excuse. We've heard all

"If they want peace, they'll make it," he added in an interview following the Sutton Place function. "Until then, they'll find hundreds of excuses."
On the PLO. Tekoah said: "You're burying the chances of reconvening the Geneva Peace Conference by making their presence a condition of the talks." He said it is extremely difficult for Israel to accept the existence of "another Palestinian state" because Jordan it-
self is a nation composed, of Palestinians.
He compared the yearning of the Palestinians to form a West Bank-Gaza Strip state with that of Spanish Americans to create a second Mexico within the boundaries of the United States. "And that's absurd," he added.
Tekoah said "the so-called Palestinian question was a hoax that distorts history and facts," but he admitted that the U.S. might recognize the PLO "under certain circumstances."

One hundred and three students are enrolled in a pioneering master's degree program in social work at Yeshiva University's Wurzweiler School of Social Work here which allows students to work at Jewish community agencies during the year and take regular classroom studies during the summer.
Fifty-eight new, first-year students from- the U.S., Canada and South Africa have joined the initial class of 45 second-year students participating in the Yeshiva University Wurzweiler School of Social Work Block Education Program. . The innovative program consistsof three "blocks" of summer study at Wurzweiler, at the university's Brookdale Centre. 55 Fifth Ave.. Manhattan, with the first two followed by field work in agencies- from September through May.
The student practises within his/her assigned agency for four days each week, assuming responsibilities similar to the agency staff members, such as the rendering of social services, attendance at staff meetings, community participation, and in-service training.
The fifth day of each week, students are required to engage in substantial independent reading and study based on courses taken during the previous summer.
