Veteran UJA campaigner Allan Offman. who has served as vice-chairman and chairman of the UJA cabinet and executive and who is currently deputy campaign chairman, has issued this interim report to the community on the state of the 1978 campaign, which is now in progress.'

The 1974 United Jewish Appeal campaign created a legend in the annals of Toronto fund-raising. It looks very much like we are just one month short of creating another legend, as the 19-8 campaign is doing exceedingly well ' and could be heading for a new record.
Continued maximum support from the community and from our canvassers will assure that we are successful, so that local and Israel needs can be adequately funded.
.As of Dec. 1, here are some of the facts and figures of the 1978 campaign: Pledges total S8.895.000: The number of potential contributors is up 10°"o over last year; average increase per contributor is 12%. the UJA volunteer organization has expanded to over 1,400 and divisions showing the greatest statistical improvement are major gifts and business and professions.
New Areas
The community department reports the campaign among South African newcomers to the community is very encouraging. Progress is reported also with the Israelis living in Toronto and a meeting of this group is scheduled for Dec. 19.

offers great potential and we are receiving excellent response from the Orthodox community.
Reasons for success There are many reasons why the 1978 campaign is running so smoothly. Some of these are:
— the innovations of the past few years, since the campaign entered the double-digit range, are now coming to fruition;
— the continuity of the professional staff is^ an important factor;
— the system of encouraging volunteers to serve in kev roles for several
years provides important continuity and know-how: — the lightning beginning this year, resulting in many early major commitments, has given terrific impetus to the campaign.
Many riiore people have been brought into all de-panments and given major responsibilities, thus relieving the pressure on the group chairmen.
We have encouraged top leadership to attend all campaign functions so that the chairman does not have to bear Jhe brunt of this important task alone.
We have established a
major gifts task force under George Mann to work quietly on contributors whose gifts are not considered to be at a reasonable level.

Proper estate planning is outlined at UJWF forum
TORONTO —
Si.x basic steps essential to proper estate planning were outlined at a community forum at .Adath Israel Synagogue last week. The topic. "Willpower is a Family .Affair," was presented as a community service by the United Jewish Welfare Fund endowment committee.
The two featured speakers, specialists in estate planning, were Toronto lawyer Leslie DoHinger and chartered life underwriter Melvin Gilbert.
The program was geared to both husbands and wives and dispelled the popular misconception that estate . planning is only for the wealthy. Many _ people: in modest to middle income brackets, have no conception as to the size or worth of their estate and make no provisions for equitable disposal, the audience was told.
The six basic steps both speakers advised their listeners to follow were:" list all assets and liabilities; consult knowledgeable advisers; talk to ' spouse, children and business panners regarding orderly disposal of assets: form a concrete plan; draw up a will; keep reviewing and updating the will on a regular basis.
Committee co-chairman 'Victor Shields explained that the community forum was organized to advise and inform "because we as Jews have an obligation to our families and to the community for the orderly disbursement of our life's efforts."
Leslie Dollinger. whose field is tax law, said: "Tax is one small aspect of estate planning. Even if no tax liability exists, it makes sense to have a piroper will. The prime consideration is the orderly disposal of assets. If there is no will, the province is in a position to dictate how the property will be distributed. If there are no surviving relatives, the estate can evolve to the province."
Dollinger stressed the importance of naming an executor whtMvilLsee; to it that wishes^are c^riec^. out. If theref is no executor,' he warned.! one would be
appointed by the government, which could have an adverse effect on beneficiaries. It is also cheaper to administrate an estate when an executor has
been named, he pointed out.
Special reference was made to minor children, who. he said, needed specific provisions in a will.

Tubby Cole has these qualifications plus a huge reservoir of goodwill and that is why he has favored for the 1978 chairmanship.
Tubby is imaginative and has considerable stamina (which is essential in this demanding job). He has brought to the campaign many of the attributes which served as catalysts for effective campaigning in the past few years.
Current politics
The current political happenings in the Middle East point up the fact that at a time when major events are in the limelight, conditions generally become much more volatile. For this reason, the Jewish community must be more vigilant than ever. Wc can't relax for a moment just because peace negotiation are apparently in progress. Current problems
Those.pf us who are involved in the UJA as the central campaign are con-
cerned with the proliferation of junior campaigns which are being launched almost in unguided missile manner.
Fortunately, there has been no serious dollar effect on the UJA so far, as most of the community recognizes the centrality of the UJA. However, we must recognize the fact that there are only so many really able fundraisers and if we saturate them with movie nights and dinners, especially in the crucial UJA month of November, a S20-S25 million campaign is jeopardized in favor of a number of much smaller campaigns. It just doesn't make sense.
Moreover, these smaller campaigns are compromising the profile of the UJA in the public's awareness and this is dangerous when you consider that about 80% of the real dollars for Israel and local needs is raised through the UJA.
There has to be a concerted effort to keep the November-May period totally devoid of any other campaigning. No other community permits this degree of competitive fund-raising during the established UJA time. New plateau
What can the-commu-nitv do now to assist the
1978 campaign?
Clearly, if our goal of 75% completion by the end of December is attained, we will have reached a new plateau organizationally. We will have established the fact that a three-month campaign is feasible and this will encourage greater involvement by people who are
reluctant to take part in a campaign'which goes on and on.
The community's responsibility, then, is to help us keep up the momentum. Respond quickly and generously to the canvasser so that he or she can get on with the job of completing another successful UJA campaign.
