African States likely to resume diplomatic relations with Israel
NEW YORK [JTA] —
Blacli African states that broke diplomatic ties with Israel under Arab pressure are likely to re-* 5nme; normal relations with the Jewish state in the wake of Egyptian President Anwar Sadat's precedent-shattering visit to Jerusalem.
Bayard Rustin, civil rights leader and an early organizer and supporter of Black African liberation movements, and Rabbi Arthur Hertzberg, president of the .'American Jewish Congress, made the prediction at a news conference recently.
They said they based their forecast on the "positive response" by members of the Organization of African Unity to the Sadat trip and on the "eagerness" of many black African states to renew Israeli assistance programs emphasizing economic development and public health.
USY
meets here
TORONTO —
For the first time, the annual United Synagogue Youth International Convention will take place outside the U.S. The 27th meeting is scheduled for the Skyline Hotel here from Dec. 25-29.
Billed as the largest convention of Jewish youth ever staged in Canada, the convention is expected to draw 1,000 people who will participate in this year's theme program "Conservative Judaism: from our ancestors to our descendants."
Dean Ivan Marcus, of the Teachers Institute of the Jewish Theological Seminary of America, wdll __be the keynote speaker. . Sessions include discussions on women in Judaism, Yiddish, calligraphy, Israeli singing and dancing^ fiind-raising, social action and programing^
A pre-convention Shab-baton will also be held here for many of the USY regions, co-ordinated by Louis Garber, director of the Eastern Canaidian Re-' gion.
United Synagogue Youth is the largest religious you£h organizatioii of ite kind in the worid and has a membership of over 23^000 teenagers.
Hertzberg announced publication of a new study prepared by the AJC — To Ser\e, To Teach, To Leave
— documenting Israel's extensive develpjiment-aid programs in 31 black African states.
The 125-page report highlights the large-scale technical, scientific and other assistance provided by Israel beginning in 1957, when — at ihe invitation of the Ghanaian leader Kwame Nkrumah
— Israel created Ghana's Black Star Shipping Line and helped to organize Ghana's Trade Union Congress.
In 1973. all but three Black African states — Lesotho. Malawi and Swaziland — ended diplomatic relations with Israel under strong .Arab pressure following the Yom Kippur War, thus bringing to an end Israel's developmental assistance projects in Africa.
Under that program, thousainds of black Africans were trained in Israel and thousands more took part in training courses in their own countries given by visiting Israeli experts. Rustin noted that black _African states had reacted with "enthusiasm" to Sadat's visit to Jerusalem. The governments of Kenya, Zambia, the Siidan and the Ivor}' Coast, he said, had publiclv praised Sadat.
Rustin added that no black state in Africa had criticized the Egyptian president for his peace initiative or endorsed the position of Syria and Libya in attacking Sadat.
Rustin also cited several instances in which black African nations expresseid interest in resuming ties with Israel even before the Sadat visit.
He recalled that Nigeria had declared at a conference of the United J^ations
Economic and Social Council in Abidjan, Ivory Coaist, in August, 1976, that it would seek to erase all references to "Zionism as a form of racism" from international resolution in the future.
Nigeria was one of the countries that had voted in favor of the UN General Assembly resolution in November, 1975 which equated Zionism with racism.
In Zambia, a group of members of Parliament urged the government to bring back the Israeli agri-
cultural experts who had worked successfully since 1964 and who had been forced to leave when Zambia broke off diplomatic relations with the JewSsh state.
Earlier this year, Ivor>' Coast President Felix Houphouet-Boigny met with then Israeli Premier Yitzhak Rabin to discuss the mutual interests of Israel and black African states. The meeting w-as viewed as a step toward resumption of diplomatic ties.
