Chicago am perhaps, Philadel-phif El Al reciprocates vM a more competitive raristructure and offers cKier flights to Israel fro several major U.S. citJ. El Al, Kol said, "is inffled to accept."
esently. El Al has gaway only to New York ar Montreal and oper-atf one charter flight out oljos Angeles.
garter flights and the riit of airlines to set their o| fares have been major tJcs of discussion at the Icrnational Air Trans-pa Association meeting iitlpntreal. which began 14 Friday.
Negotiations between EAl and U.S. authorities wee continuing in Wash-in.toh when The CJN wfltto press.
i is. not clear whether ne;otiations involve addi-ticwt landing. rights in Caada, but it is widely krown that El Al is an-xinisv to operate' direct fiijhts to Israel fromi To-rotto
Kd. who has pressed foucconsecutive Israeli
administrations to introduce charters from North America, noted last year under the Rabin government, a committee appointed to study charters recommended such flights be implemented from Europe to Israel. The committee also recommended charters from Canada.
"it was supposed to be a beginning to learn if I am right or the cabinet was right," Kol said.
Kol said tourism from countries where charters were introduced (specifically Germany and Scandinavia), rose by 40%.
"Charters saved Eilat," Kol said, noting that deteriorating copper prices have caused tne closure of the copper mines, which were the lifeblobd of the southern dcvelopent town until recenJy. Kol has also served as srael's minister of develoinient.
El Al las consistently opposed."harter flights on the bass it would lose money, but last year the airline eported a profit for the firs time in its history despie. charter flights from tiirope.
"N)body is gaining from ho charters in Canada" Kol said.
Kl has urged El Al to set Jp a daughter corn-par/ to operate charters, • asiany international car-rirs have done, but El Al hs resisted.
Kol, who came to To-rnto to address the York-die Lodgeof B'nai B'rith, 'Hsln North America on a iriva.te visit to the U.S. 3ut the Israel Bonds organization persuaded him to give talks here and in five American cities.

Asked about reports which show a decline in Jewish tourism to Israel. Kol replied the decline is small. Fifty percent of Israel's visitors are Jewish. 40% Christian and 10% fit the "other" category, Kol explained.
"Whenever you have security trouble there is a larger decline in Jewish tourism than in Christian tourism." Kol said.
Kol is a vice-president of the Liberal International. So is Prime Minister Trudeau. Yet Kol has never discussed Canada's response to the Arab boycott of Israel with Trudeau. although the two know each other well and meet regularly at Liberal meetings.
"1 don't know the situation." Kol explained. "If the Canadian Zionists or some other organization would give me the material I would bring up the matter of the boycott with him."
Kol, one of the original
signers of Israel's decla-ratipn of independence, remarked in his speech to the 55 lodge members that "without compromise Israel will hot achieve peace," but he refused comment when asked later to elaborate.
