Cash is key to country's development
Cycle broken as Israel Bonds tops $300million

Israel Bond cash receipts for 1983 have passed the $300 million mark, it was reported at the 35th anniversary international Israel Bonds conference.
The results represent an increase in sales results as of the same period last year.
Previously, years which followed Israel's wars, as in 1968 and 1974, showed a drop in Bond results. "This cycle has not been repeated as world Jewry demonstrates its determination to continue to strengthen Israel's economy," said Conference Chairman Rabbi Leon Kronish, Miami.
Heading the conference was the chairman, Bonds President and Chief Executive Officer, Brig.-Gen. Yehudah Halevy, and the incoming U.S. national chairman of Israel Bonds, David Hermelin of Detroit. Main conference sessions were held in Jerusalem and Tel Aviv.

When Joseph Ain" arrived in Halifax from Poland in 1929, he had exactly 25 cents in his pockets. He never looked back.
He studied at an ORT school, and by 1959 was the president of Men's ORT in Canada. Later he became president of Jewish Immigrant Aid Services.
His distinguished work as a communal leader was crowned with the highest award that Canadian Jewry can confer, the Samuel Bronfman Medal which he received in 1971. Last year, Ain completed his term of office as president of the United Israel Appeal of Canada.
On Sept. 13 in New York City, Ain will receive the Maslinsliy Award from the Hebrew Immigrant Aid Society. Established by the family of Rev. Zvi Hirsch Maslinsliy, a founder of HIAS and a leader in Jewish immigration affairs, the award Is presented annaaUy "in recognition of notable humanitarian service on behalf of refugees and immigrants.!^
Barbara Watson, Emanuel Celler and William Rosenwald, honorary chairman of UJA Inc., are among those who have received the Maslinsky Award since its establishment in 1972.
Ain, a vice-president of HIAS, will accept the award at a dinner at the Waldorf-Astoria Hotel.

The 500 delegates at the conference were told by Prime Minister Me-nachem Begin at a 70th birthday dinner in his honor that "it is now clear in the United States" who is responsible for delaying conclusion of the peace agreement in Lebanon. "The Syrian ruler stated that the Syrian forces will never recognize the Lebanese-Israeli agreement and will not withdraw from Lebanon," the Prime Minister declared.
Saluting his 70th birthday, 70 delegates at the conference announced pledges for the 1984 Israel Bonds campaign of purchases ranging from $25,000 to $400,000.

During a Friday evening dinner, the delegates paid tribute to Dr. Yosef Burg, minister of the interior, who is now completing his 35th year in Israel's Knesset and membership in every cabinet since Ben-Gurion's. He declared that the existence of the Jewish people in Israel' must be based on coexistence between Jews and Arabs.
The cost of maintaining the Israel Defence Forces in Lebanon amounted to $1 million a day, Ministry of Energy Yitzhak Moda'i told the delegates. "Without support for our economy, which missions such as Israel Bonds exemplify, Israel's task would have been much more difficult," Moda'i said.
Israel's punctuality in repaying its debts, including redemption of Israel Bonds, provides an unusual record on the contemporary economic scene, Minister of Industry and Commerce Gideon Patt stated.
One half of Israel's $21 billion foreign debt, he said, is due to the six wars Israel had to fight. He pointed hopefully to the growing role of high technology products among Israel's exports, stating that they accounted for over a third
of her current industrial exports.
Israel Bonds, he declared, had provided development funds for the country's infrastructure including pipelines, roads, ports, airports, electric power installations and communication networks.
"Without that infra-structure, the current expansion of science-based high, technology industries would not be possible," he said.
Shimon Peres, Labor Alignment Leader, said though divided in opinion, Israelis are united as a people, and when the time of test comes "we shall stand up without distinction to meet the challenge or the promise."
