Herzog was greeted by applause and marching school children beating drums and waving flags. But he also heard the town's grievances from its mayor, Mohammad Ghanaim.
His visit was the first by an Israeli president and it was made possible in part because Ghanaim defeated the pro-Communist incumbent in the last municipal elections.
The mayor sapporte Israel's Labor Party, which was Herzog's party until he assomed theiion-partisano£Bce of chief of state. Ghanafan spoke frankly In his welcoming remarks.
He said Sakhnin had three major problems: the expropriation of land for Jewish settiements; annexation of part of the village's land to a Jew-Ish-mn regional council; and slandering of the name of Saklmin by the braeli media.
Herzog replied, "We are all responsible for the development and security of Galilee. This development should benefit all of its inhabitants." He urged Arab teachers to explain to the younger generation the benefits of living together with Jews. "We should not look for differences, but rather to the things common to us," hie said.

"greatest increase in surveillance operations is in— anti-terrorist surveillance."
Canada Is coordinat-faig Its activities with Its Western allies, according to at UPI report. Canadian ofBcials met In Washington recently with thefar counterparts &om the United States, Britafai; France, West Germany, Italy and Japan to discuss the creation of an anti-terrorism network to prevent attacks at the Olympics, says tJPI.
One of the network's tasks would be to collate information on foreign terrorist groups, especially those with links to Iran, which, according to
UPI, are thought to be the most likely to mount an attack.
UPI says the Central Intelligence AgSiicy, which convened the Washington conference, is reported to have asked Israel and other friendly countries to joiii the network.
Officials of Israel, as well as the Soviet Union and other countries, have proposed bringing their own security forces to the summer games.
Talks between Isriael and Olympic security officials have been held to discuss whether Israeli armed guards will accompany the team, UPI reports further.
Philip Brubaker, senior vice-president of the Los Angeles Olympic Organizing" Committee, said officials plan to surround the main villages hoiising the 12,000 athletes and coaches with 8-foot chain fences, topped in some locations with barbed wire.
LAOOC rules state ho guns will be allowed within the villages, other than those carried by U.S. security personnel. However reports from Los Angeles indicate certain countries might be allowed to have armed, agierits accompanying athletes and dignitaries outside the villages.
