A prominent Jewish leader from Guatemala City says that turmoir in Central America caused by Soviet intervention is threatening the future of Jewish communities in the region.
Speaking at a news conference at the Ameri -can Jewish Committee's 78th annual meeting here recently, Moises Sabbaj of Guatemala City, vice-president of FEDECO, the Federation of Central American Jewish conimunities, declared that "Jews are living at added risk in the region because their livelihoods depend on small businesses that are losing investments, or on professional services that inevitably become nationalized in the event of leftist takeovers."

Israel's popalation increased by 2% over the past year, according to figures released by the Central Bureau of Statistics on the eve of Independence Day.
The popuktion totals 4.170 million, of which 3.452 million [83%] are Jews; 552,000 [13%] Moslems; 97,000 [2.3%] Christians; and 69,000 [1.7%] Druze and others.

The meeting was arrangedby Dr. Marc H. Tanenbaum, director of AJC's inteiiiational relations department.
Sabbsj said diat Jews in Central America had been tfnfiferihg fro political situation and outbursts of vandalism, much more tlian the rest of the population.
Sabbaj, an engineer and manufacturer of com sumer goods, added that he "believes without doubt that the Soviet intervention is responsible" for the scope of guerrilla activity in Central America. '
"We saw what happened in Venezuela^ when the Soviets struck a deal to sell Venezuelan oil to Cuba, the guerrilla activii^ies stopped. We can see the hand of the Soviets in that example and in many others."
He said that Jews also
feared they might be hirmed by either parties in the conflict. He pointed to a spreading religious revivai canying anti -Semitic undertones, and to a rise in Arab influence in the region, which are further undercutting the Jewish community's strength in the already strife-torn region.
Reporting on his conversations last January with foreign ministers, ambassadiors, and Jewish community leaders from throughout Central America, Rabbi Tanenbaum said that "recent jiewspaper reports about Israel's having become ari arms merchant in Central America are without foundation.
"There is lots of smoke and little fire. I had lengthy and searching discussions .on this issue with Central American government officials and with four Israeli ambassadors in Central American countries.
"I am convinced that there is no govemment-to-govemment transfer of arms between Israel and Central American governments. The only arms sale I could trace down was that of the sale of automatic riflies and light submachine guns from Israel to Costa Rica, a parliamentary democracy that has no army."

While Soviet Jews have their problems, the refusal of the Soviet government to allow them to emigrate is not one of those problems, according to Adolph Shayevich, the rabbi of Moscow's main synagogue.
Shayevich is one of a group of 20 clergymen from the Soviet Union who havfe been visiting here.
The rabbi had his first confrontation with reporters at a luncheon with American religious leaders, sponsored by the Appeal of Conscience Foundation, an interfaith coalition of religious and business : leaders^working on behalf of reUgidus freedom around the world.

Thanks to the yearlong efforts of B'nai B*ritli Canada's League for Human Rights, the Canadian government last week banned the importation of a book daiming the Holocaust wasahoax.
Titled The Hoax Of The Twentieth Century — The Case Against the :Presumed Extermination of European Jewry, the 369-page, $6.99 book has been distributed in Canada via Ron Gos-tick's Canadian Intelligencer Publications in Flesherton.Ont.
But B'nai B'rith was informed in a letter from A. Lachance, a Revenue Canada officer in charge of administrating prohibited materials, that the book fell under the classification of a provision in the Customs TariffAct prohibiting the importation of literature "of an immoral or indecent character."
"Accordingly," he wrote, "a Telex has been sent to all regional offices, advising them that the prohibited publication is not to be permitted entry into Canada.''
The ban was hailed as
a "great victory against hate literature" by Alan Shefman, director of field services for the League, who has been wooing on the case for a year.
Sheifman said the League has since asked Andre Ouellet, the federal cabinet minister responsible for the Canada Post Corporation, to

"Believe me, we would greatly welcome the news if we heard that Canada Post decided to revoke the mailing privileges of Ron Gostick's outfit," said Shefman. "He's been doing a big mail order business since 1950, much of it in what we consider to be hate literature against Jews and Catholics."
Shefman said the League first became aware that the hoax book was being distributed in Canada last IVfay as a result of an advertising pamphlet issued by Gds* tick.
The author was Arthur Btttz, an associate professor of electrical engineering at Nordiw<»tem University in Evanston, ni. And it was published by the Institute for Historical Review, in Torrance, Calif., which has been denounced for more than 10 years by . the League's U.S. sister, the Anti-Defamation League.
Pierre Bussieres,
minister of Revenue Canada, rejected a request that he take action against Canadian distribution of the Butz book, until copies of it could be examined as eyidence.
"We arranged to have an agent buy copies being distributed by Gostick/' says Shefman. "And, ironically, in view of the title, I can only conclude after reading it that Butz's Hoax Of The Twentieth Century is itself a hoax.
"It's a sophisticated hoax, mind you, complete with photos and footnotes and other academic paraphernalia, butstill a hoax Ml of half truths and distortionts."

that 6 rnillion Jews "were not only not wiped out," but that "there was never an attempt to do so."

Justice Minister Mark MacGuigan, one of the Liberal Party leadership candidates, says he has several proposals to strengthen the Criminal Code in an effort to stop hate propaganda.
MacGuigan was the first of the leadership hopefuls to respimd to The CJN's questionnaire on thehr views on various matters of specific Jewish hiteiest[CJN May 10]. He answered all nine queries in the questionnaire. Replies firom other candidates wHl be published as they are received.
MacGuigan says the changes he is proposing to make the Criminal Code more effective in fighting hate propaganda include:
1. Remove the element of wilfulness from the offense of promotion of hatred — intent would no longer matter.
2. Shift the burden of proving the applicability of a givendefence to rest with the accused.
3. Allow the prosecution of promoting hate literature without the prior consent of a provincial attorney-general.
MacGuigan responded affirmatively to the
question about whether the Canadian government should be doing more to bring alleged war criminals living in Canada to justice. However, he gave no details as to what should be done.
In the inatter of Canada's Middle East policy, MacGuigan, who has been to Israel, says "I foresee no major changes from Canada's longstanding commitment to a balanced, equitable Middle East policy."
Canada's record on Middle East affairs, he continues, "has been a long and honorable one of steadily supporting Israel's right to exist within its historical borders."
But the matter of peace negotiations and who should participate in them is something the concerned parties must determine on their own, he says. "Because Canada will have no direct participation, it would be presumptuous and at worst prejudicial for Canada to offer comments regarding the negotiation process."
Asked where Canada's embassy should be
located in Israel, MacGuigan says it. . . "will be located in thecity that is internationally recognized as the capital of Israel. At the moment that city is Tel Aviv."
MacGuigan points out that he has been "and always will be a strong supporter of Canada's multiculturaTism pro-
