Miifphy meets with Shamir
to revive peace moves

JERUSALEM-
U.S. envoy Richard Murphy, on the first visit to the Middle East by a senior American official since the Iran arms-Cdntra. scandal surfaced two
months ago, met last week with Prime Minister Yitzhak Shamir to discuss reviving regional peace *efforts.
Murphy arrived in Jerusalem from Amman, Jordan, and met with Shamir for 90 minutes. During the talks, Shamir
reiterated Israel's demand for direct peace negotiations with its Arab neighbors, Israeli spokesman Yossi Achimeir said, said.
"The Prime Minister welcomed (President Reagan's) decision to try to rcinvigorate the peace pro-
cess ," Murphy said. "We both agreed that this was the time to see what quiet diplomacy could get done."
Officially, Murphy was in Israel to discuss prospects of reviving peace efforts. But privately Israeli officials and analysts said
they believe he was carrying no new proposals.
They speculated that :Murphy might have come to Jerusalem to brief Israeli officials on fallout from Reagan's arms-for-hostages deals with Iran-which surfaced two months ago. Israel served as a mid-

The Austrian government . possessed updated: personnel records revealing Kurt Waldheim's hid-den Nazi past — including his membership in Hitler's Brownshirts — but did not make them available when they endorsed him for United Nation.s Secretary-Gentiral in 1971. The World Jewish Congress
charged last week.
The records not only confirm the Austrian president's service as a Nazi, stormtrobper but show hi.s continued sen-ice in the German military, long after his claim of having: been discharged, the WJC said.
"It now appear^ that the Austrian government engaged in a cruel deception by withholding the
relevant dpcuments which would have spared the world of Kurt Waidheim," said Kalman Sultahi, a member of the U.S. Holocaast Memorial Council and a vice-president of the WJC.
Extracts of the documents, were contained in a pamphlet of (he "New Austria" group in Vienna, an organization of Austrian intellectuals and artist.s op-
posed to Waidheim because of his Nazi past. The complete file was located by investigators in the personnel record of the Austrian foreign, mini.stry and comprise the personal career record of Waidheim. They give a running account of his service in the foreign niini.slPy' from Nov. 26. 1945 to June 30, 1983.; ■ Waidheim has. denied
membership in pre-war Nazi organizations. In his formal defence memorandum submitted to the U.S. justice department, ..specifically staling he had been a member "of the Brownshirts (SA)."

The Israeli press greeted Murphy with an unusually acrimonious reception, underscoring its pervasive view that Uttle can be accomplished by his visit.
An article in the Davar newspaper called Murphy's yisit"the most concrete evidence of the freeze in the peace process.. The cart of the peace process is stuck deep in the mud."
Before Murphy.arrived, a senior Israeli official was quoted in The Jerusalem Post as calling the Arab-Israeli peace process "nonexistent" and "dead" and saying. Murphy's visit would not change the situation..

The board of directors of the American Jewish Joint Distribution Committee approved a $57 million biidget for 1987 at its recent annual meeting.
The budget represents a 6% increase over the 1986 budget of $54 million. It will fund JDC programs in Israel and more than 30 other countries. JDC president Heinz Eppler called it a responsible budget and said: "It addresses the needs of the Jewish communities around the world."

and international scope of JDC activities. Committees organized by areas of the world reviewed operations and deliberated questions of programs and budget.
Jewish education is a major focus of JDC work in Western Europe and Latin America. Executive vice-, president Ralph Goldman described a major study of educational programs in France, a joint project of JDC and the Jewish Agency Jewish education sub-
;committee: "The study will produce an inventory of what exists and a plan for

with the study. "We are not seeking a JDC program or a Jewish Agency, program. Rather, we want tp help develop an indigenoiis French Jewish community program for Jewish education."
Eppler reported on a plan to form a training school, ot* "seminario,'' in Argentina for Jewish communal workers. He said that this will strengthen JDC's effort to increase the professionalism of social services in Latin America's Jewish communities.
The board appfoved a new direction of service, in which the JDC will reach -oiit to a general community in need, if that will also
help a Jewish community.
The focus of the plenary luncheon meeting was JDG'sWork in Israel. The keynote speaker wias Ay ra-hani Harman, president of Hebrew University from 1 %8 to 1983, and aiiibassa^ dor to the United States from 1959 to 1968.

Shamir suggested initial informal agreements on matters of mutual concern, such .as the Dead Sea. "Both countries extract chemicals from this unique natural phenomenon," he said. "1 am sure we could both benefit from cwipera-tion in our efforts. We have common ecological problems. We both utilize the waters of the Jordan : River."
Moreover. . both coun-. tries' tourism ' industries could gain from cooperation along the shores of' Eilat and the Gulf of Aqaba. the Premier said.
Murphy, coming out of his 2-hour meeting with Rabin and other Israeli officials, said that the parties discussed, the Mideast situation and mutuai defence matters. About the latter, he commented, "A number of projects are: under way.which arc doing well." :

Those like nriy friend Alex Turk, who take delight in the Turkish flavor of their name, may be disappointed to learn that Turek is a large city in Poland in the province of Kdnskie.
There are a couple of villages in Austria called Turkenfeld and Turkheim, but since most of our' Canadians are plain Turek or Turk, the Polish source gets our vote. '

An official ceremony will be held in February to rename East 43rd St. between Vaiiderbilt and Madison Avenues in mid-towa Manhattan "David Ben-Gurion Place' 'as part of the year-long celebration of the 100th anniversary of Ben-Gurion. The street was the site in 1942 of the historic Biltmore conference at the Old Bilt-more Hotel where Ben-Gurion and other Zionist leaders formally established the goal of a Jewish state.
Mayor Edward Koch signed a bill into law last
month renaming the street. The bill was introduced by New York City Council members Stanley Michels and Carol Greitzer. Present at the bill signing ceremonies with Koch were Moshe Yegar, Israel's consul-general in New York; Jack Spitzer, chairman of the David Ben-Guriori CentenniaI.(I!ommittee in the U.S.; and Dr. Benjamin Hirsch, the committee's executive director.. ,
